The law is the easy part

Both countries have done the paperwork. In the UK, net zero by 2050 is legally binding under the Climate Change Act, and the interim carbon budgets are binding too — budgets four to six, spanning 2023 to 2037, require a 52% cut on 1990 levels, and the draft seventh budget goes further, to roughly 87% by 2042.

Sitting on top is Clean Power 2030, the pledge to all but decarbonise the electricity system by the end of this decade. Ireland has bound itself just as tightly: a 51% cut by 2030 against a 2018 baseline, the EU's parallel 42% effort-sharing target, and climate neutrality by 2050.

Passing a target is a stroke of a pen. Delivering one is a construction programme measured in hundreds of billions and hundreds of thousands of people. And here the two countries share an uncomfortable truth: both are off track. Ireland's own projections show it reaching about 25% by 2030 against the 51% it has committed to — not a near miss, a chasm.

The UK's independent Climate Change Committee keeps issuing the same conditional verdict: the targets are reachable, provided the government stays the course. That phrase is doing an enormous amount of work, and most of what it's carrying is people.

The binding constraint on net zero is no longer the technology, and increasingly it isn't even the money. It's the workforce. The turbines, the pylons, the heat pumps, the reservoirs and the reactors all need to be built and then run by people with specific, hard-won skills — and on current numbers, those people do not exist in anything like the quantity required, in either country, on the timescale the law demands.

The size of the hole

Start with the aggregate, because the aggregate is startling. In the UK, the National Infrastructure and Service Transformation Authority's pipeline, £718bn of planned work, implies a sustained workforce of somewhere between 621,000 and 697,000 people a year, every year.

The construction industry's own training body, CITB, puts the near-term need at over 250,000 extra workers by 2028 and roughly 41,000 additional recruits a year to 2030. The government's Clean Energy Jobs Plan, published in October 2025, projects around 400,000 additional jobs by 2030 across the energy transition alone — very nearly a doubling of that workforce, spread across some thirty-one occupations already classed as in shortage.

The problem is not simply that these numbers are large. It's that the industry is running up a down escalator. Recruitment is almost entirely cancelled out by attrition: for every couple of hundred thousand people brought in, a comparable number leave, many of them retiring.

The engineering construction workforce, the people who build power stations, grids and process plant, is ageing hard, with roughly half already over fifty and around one in seven over sixty. The skills most in demand are exactly the ones that take longest to replace, and the people who hold them are the ones closest to walking out of the gate for good.

Which produces the single most important idea in this whole story — the timing paradox. Demand for skilled infrastructure labour peaks between 2027 and 2031. An apprenticeship takes two to four years; a high-voltage cable jointer takes about five to become fully productive; a commissioning engineer five to ten. So a school-leaver starting an apprenticeship in 2026 largely misses the crunch.

The training you would need to have done to hit the 2030 targets should have been finished by now. That is not a counsel of despair, but it does mean any honest plan has to separate what closes the gap in the near term from what closes it in the long term, because they are not the same lever, and pretending otherwise is how targets quietly slip.

Where it bites

The averages hide the real story, which is that a handful of specific trades and disciplines are the choke points, and they recur across every sector.

Power and the grid are the sharpest near-term risk, because everything else plugs into them. The great grid upgrade is projected to support some 55,000 jobs by 2030 — National Grid's RIIO-T3 alone is around £35bn between 2026 and 2031. But the immediate problem is more acute than the headline: National Grid's own core delivery workforce needs to grow by roughly half, and a large chunk of that hiring was needed before the current price-control period even properly began.

The trades that gate delivery are precisely the ones with multi-year training times and double-digit annual attrition: high-voltage cable jointers, overhead-line workers, substation and commissioning engineers, and the power-systems and connections engineers who decide how fast the queue of projects clears. You cannot conjure a cable jointer in a hurry, and the grid connection is what every wind farm, solar park and data centre is waiting for.

Wind and nuclear compound it. UK wind employed around 55,000 people in 2025; hitting the 2030 ambition implies a workforce gap of tens of thousands, with wind turbine technician the single tightest role. Nuclear is starker still: the sector needs on the order of 40,000 new recruits by 2030 and perhaps 80,000 over two decades, roughly doubling today's workforce — and it is competing for the same welders and engineers as the defence programme under AUKUS.

Coded welders, ageing and few, are a genuine national pinch-point that nuclear, defence and process industries are all reaching for at once.

Heat and buildings contain the most vivid mismatch of the lot. The UK has somewhere under ten thousand qualified heat-pump installers against a target of installing 450,000 a year by 2030 — deployment in 2024 ran at roughly a sixth of that.

Ireland is running at around an eighth of its heat-pump pace and a third of its retrofit pace, with only a few hundred registered installers against a need for tens of thousands. This is the clearest example of the whole thesis: the target is law, the technology is proven and off-the-shelf, and the only thing standing between the two is people with the right ticket.

Water is the quiet one, and quietly enormous. The English water sector's PR24 settlement is around £104bn across 2025 to 2030; Uisce Éireann's Irish programme is up by half on the previous cycle. Water UK talks of 30,000 new jobs and 4,000 apprenticeships, and the sector's workforce needs to climb from roughly 83,000 towards 113,000 even as a retirement cliff pulls the other way — thousands of net new hires needed every year, into a sector that rarely makes the front of anyone's careers brochure.

Transport and digital close the circle by fighting everyone else for the same people. UK rail's workforce is ageing, a third are over fifty, with tens of thousands of leavers expected by 2030 and persistent annual shortfalls in signalling, systems and electrification. The EV charging rollout is throttled by a projected shortage of thousands of electricians, even as electrical apprenticeship starts have slipped.

And the digital layer of data engineers, digital-twin and AI specialists is being hoovered up by a tech and finance sector that pays around half as much again as infrastructure can, at the very moment data-centre construction becomes one of the largest new draws on skilled labour in both countries. The critical insight is that these are not separate shortages. Rail, EV, grid and data centres are all reaching into the same finite pool of electrical, M&E and digital-engineering talent, at the same time. The competition is internal, and it is brutal.

Ireland's harder maths

Ireland's version of this problem is the UK's, only less forgiving, for one blunt reason: there is almost no slack in the labour market. The ESRI estimates Ireland needs on the order of 80,000 additional workers by 2030, split roughly between housing and wider infrastructure, and describes sourcing them domestically, at an unemployment rate near 4%, as "daunting… if not impossible." Some more recent reporting puts the construction need higher still. MetroLink, a single project, is reckoned to need around 8,000 construction workers and, in the National Transport Authority's own warning, risks exhausting the local workforce; the NTA has cautioned that skills shortages could compromise the entire €24bn transport plan for 2026 to 2030.

Because Ireland is essentially at full employment, its options narrow to two: import the workers or slow the programme. Inward migration is doing heavy lifting already, but it collides with a housing shortage, you cannot easily house the workers you need to build the housing, and with the politics that shortage generates. Ireland's skills gap is therefore not just larger relative to its size; it is more tightly boxed in by the absence of anywhere obvious to turn.

The levers, honestly

There is no single fix, and anyone selling one is selling something. But the levers are not equal, and the useful thing is to be honest about what each can and cannot do on the clock the law has set.

Migration is the only lever fast enough to bridge the near term. It is the one thing that can put a qualified person on a UK or Irish site in 2027 rather than 2031. And here the UK has made, on its own targets, an avoidable choice: it is withdrawing the lever, raising the Skilled Worker salary threshold and scrapping the route that let lower-paid-but-genuinely-scarce trades in.

That is sequencing the problem backwards — pulling away the bridge before the domestic pipeline is built. Ireland leans the other way, expanding work permits, but pays for it in cost and hits the housing-and-politics ceiling.

Training is the sustain lever, not a 2030 fix. UK apprenticeships are recovering, around 353,500 starts in 2024/25, but that is still roughly a third below where the system sat before the 2017 levy reforms, and the new Technical Excellence Colleges, welcome as they are, supply only a fraction of the annual shortfall.

T-levels remain sub-scale. Ireland's further-education and apprenticeship system is expanding at record pace, but conversion is patchy and the trade mix is skewed. Training is essential and it is the right long-term answer; it simply cannot mature a workforce faster than biology and pedagogy allow.

Productivity and automation genuinely reduce the labour needed — in the 2030s. Modern methods of construction, offsite manufacturing, robotics and the digital tools tracked in our future-technologies work can cut the number of people a given project consumes.

This is real, and it is the structural answer. But MMC is still stuck at under a tenth of homes and has seen high-profile insolvencies; it is a lever for the decade after this one, not a rescue for 2030.

Widening the pool is essential and slow. With women making up around 15% of the construction workforce and barely 1% of the manual trades, the upside from drawing in under-represented groups is large — and decade-scale. It should have started years ago; it should start harder now; it will not move the 2030 number much.

The honest verdict, then, is this: the gap is narrowable but not fully closeable by 2030 on current policy, and the UK's self-imposed migration squeeze is the single largest avoidable risk to its own binding targets. The realistic path is a sequence, not a silver bullet: migration to bridge the peak, training to sustain the plateau, automation to bend the curve down in the 2030s, and inclusion to widen the base throughout. Get the sequence wrong, as the UK currently is by removing the bridge first, and the targets don't just slip; they become arithmetically unreachable.

Strip it back and the conclusion is almost simple. A net-zero target is a workforce plan in disguise. Every gigawatt, every kilometre of cable, every retrofitted home is a set of people with tickets and time-served experience, and the law has now specified the outputs without anyone specifying the inputs.

The gap between the two is where 2030 will be won or lost — not in the modelling, not in the funding announcements, but in whether there is a cable jointer, a coded welder, a heat-pump engineer and a power-systems graduate standing on site when the programme needs them.

For an industry deciding where to place its bets, three things follow. First, the choke-point trades are worth more attention and more money than their headcount suggests, because they gate everything downstream: jointers, welders, high-voltage and power-systems engineers, heat-pump and signalling specialists.

Second, the technologies that reduce the labour bill stop being a nice-to-have and become a strategic hedge against a shortage that policy is not fixing fast enough: offsite, robotics, the digital tools. And third, the single most watchable variable in the whole net-zero story over the next five years is not a price or a subsidy — it is immigration policy, because that is the lever that moves the near-term number, and it is currently pointing the wrong way.

The targets are still the law. Whether they remain achievable is, more than anything else, a question about people. That is the gap worth watching, and the one worth closing.
