The terms, acronyms and frameworks that shape UK & Ireland energy, water, gas, data centre and AI decisions, written for the people who sign off the paper, not the people who wrote the regulation. Where a term has a technical meaning and a practical one, we lead with the practical. Each entry points to the volume that goes deeper.

A

AGI Artificial General Intelligence
A hypothetical AI system that matches or exceeds human cognitive performance across the full breadth of tasks, not narrowly within one domain. No system today qualifies. Used in UK policy discussion (notably the AI Safety Institute's remit) to describe the long-tail capability frontier that frontier-model safety work is preparing for. → Gap 48
AI Artificial Intelligence
Software systems that perform tasks normally requiring human intelligence — pattern recognition, language understanding, decision-making, prediction. In current UK policy and industrial use, almost always means machine-learning systems, and increasingly large foundation models. Different from automation: automation follows rules; AI infers patterns from data. → Gap 48
AI BOM AI Bill of Materials
A structured inventory of every component in an AI system's supply chain — training data sources, model weights, compute infrastructure, evaluation tools, third-party libraries. Increasingly required by UK procurement frameworks for critical-sector AI deployments, mirroring the software BOM (SBOM) pattern from cyber security. → Gap 54
AIGZ AI Growth Zone
A UK policy designation, launched 2025, marking specific regions (Culham, Wrexham, Mid-Wales, North East Scotland and others) as priority locations for AI data centre development, with streamlined planning and grid-connection routes. The constraint binding most AIGZ sites is not land — it is grid capacity and water for cooling.
AISI AI Safety Institute
The UK government-backed institute, established 2023 and operating from DSIT, that evaluates frontier AI models for safety, bias, misuse potential and capability risks. Conducts pre-deployment testing on models from major AI labs under voluntary agreements. The first dedicated national AI safety body globally. → Gap 48
AMP Asset Management Plan
The five-year investment period that English and Welsh water companies plan and deliver against, set by Ofwat at each Price Review. AMP8 covers 2025–2030, set by PR24.
AMRC Advanced Manufacturing Research Centre
University of Sheffield-based catapult research centre specialising in advanced manufacturing, robotics and digital factory technologies. One of seven UK Catapults in the High Value Manufacturing network. → Gap 51
AR Allocation Round
A scheduled CfD auction. AR6 closed in 2024; AR7 is in 2026. Each round sets the price strike, capacity cap, and which technologies are eligible.
ARIA Advanced Research and Invention Agency
UK government R&D agency, launched 2023, modelled loosely on the US DARPA. Funds high-risk, high-reward research programmes that wouldn't fit standard UKRI funding criteria. Annual budget ~£800m across five years. → Gap 49
ARM Arm Holdings
UK-headquartered semiconductor IP company (Cambridge) whose chip designs underpin most mobile and a growing share of data-centre processors worldwide. Strategic asset in the UK semiconductor sector — designs IP, doesn't fabricate chips. → Gap 49
ASTI Accelerated Strategic Transmission Investment
Ofgem's framework, launched 2022, for fast-tracking the 17 most strategically critical transmission projects in GB. Removes the standard regulatory price-control timing for these projects to unlock build by 2030.
ATRS Algorithmic Transparency Recording Standard
UK government standard, launched 2023, requiring public-sector organisations to publish a structured record of any algorithmic decision-making tool that affects individuals. Designed to embed accountability into public-sector AI deployment. → Gap 50
AUKUS Australia, United Kingdom, United States security partnership
Trilateral defence and technology pact signed 2021. Pillar 1 covers nuclear-powered submarines; Pillar 2 covers advanced capability sharing including AI, quantum, hypersonics and cyber. Material driver of UK defence-AI and quantum funding. → Gap 48
AV Autonomous Vehicle
A vehicle capable of operating without human input across some or all driving tasks. UK regulation under the Automated Vehicles Act 2024 covers self-driving authorisation, insurance, and operator licensing. Distinguished by SAE levels 0–5; UK commercial focus is currently levels 4–5. → Gap 52

B

BECCS Bioenergy with Carbon Capture and Storage
Burning biomass for electricity, then capturing and storing the resulting CO2. Net-negative emissions in theory. Drax in North Yorkshire is the main UK BECCS project pursuing CfD support.
BESS Battery Energy Storage System
Grid-scale battery installations, typically lithium-ion, used for short-duration energy storage and grid services. UK BESS pipeline as of 2025 sits above 50 GW in development.
Behind the meter
Energy generated, stored or used on the customer side of the electricity meter rather than fed back to the grid. Examples: rooftop solar on a factory roof, BESS co-located with a manufacturing site.

C

CAA Civil Aviation Authority
The UK regulator for aviation safety, airspace, drone operations and commercial space activity. Issues the operating licences for UK-launched spaceflight under the Space Industry Act 2018. → Gap 53
CCAV Centre for Connected and Autonomous Vehicles
Joint unit of DBT and DfT funding and coordinating UK autonomous-vehicle development. Has channelled ~£600m of public funding into UK AV technology, testbeds and trials since 2015. → Gap 52
CCUS Carbon Capture, Utilisation and Storage
Capturing CO2 from industrial emitters or power stations, then either storing it permanently underground or using it. The UK has two CCUS clusters in development under the Track 1 and Track 2 process: HyNet (north-west) and East Coast Cluster (Teesside, Humber).
CfD Contracts for Difference
The UK's main support mechanism for renewable and low-carbon electricity generation. The generator and government agree a strike price; if the market price falls below it, government tops up; if it rises above, generator pays back. Provides revenue certainty for the project's lifetime.
CNI Critical National Infrastructure
Assets, systems and networks whose loss or compromise would have major detrimental impact on national security, economy or essential services. UK CNI is defined across 13 sectors including energy, water, transport, health, finance, communications. AI systems and quantum capabilities are increasingly classified within CNI dependencies. → Gap 54
Cobot Collaborative Robot
A robot designed to work alongside humans in a shared workspace, with sensors and software enabling safe direct interaction. Different from traditional industrial robots, which operate inside safety cages. Core technology in UK advanced manufacturing factory floors. → Gap 52
Compute
The processing power needed to train or run AI models, measured in floating-point operations (FLOPs) or GPU-hours. Frontier-model training increasingly bumps against compute supply constraints. UK government commitments include £900m for AI Research Resource compute (Isambard-AI, Dawn) and AIGZ-scale data-centre buildout. → Gap 49
COSHH Control of Substances Hazardous to Health
UK regulations requiring employers to assess and manage exposure to hazardous substances.
CP30 Clean Power 2030
The UK government's policy target to decarbonise the electricity system by 2030. Implies a roughly 200–225 GW deliverable build envelope across new generation, storage, flexibility and transmission within five years.
CPI Centre for Process Innovation
UK catapult research centre, headquartered in Sedgefield, specialising in advanced process manufacturing, biotechnology, formulation and printable electronics. Part of the High Value Manufacturing Catapult network. → Gap 51
CPU Central Processing Unit
The general-purpose chip in a computer. Compared with a GPU (graphics processing unit), a CPU is optimised for sequential complex instructions; a GPU is optimised for massively parallel simpler operations and is the standard hardware for AI model training and inference. → Gap 49
CQC Care Quality Commission
The independent regulator of health and adult social care services in England. Inspects and rates NHS trusts, hospitals, GPs, dentists, care homes. Increasingly evaluating AI-enabled clinical decision-support tools in regulated providers. → Gap 50
CSO Combined Sewer Overflow
Points in the sewerage network where combined storm water + sewage can be discharged to a watercourse during heavy rainfall. Ofwat is requiring water companies to invest ~£88bn in CSO improvements between 2025 and 2040.
Curtailment
When a generator is paid to NOT produce electricity, because the transmission network cannot accommodate the output. A growing cost on the system, particularly for offshore wind in Scotland.

D

DAIC Defence AI Centre
MOD-led centre, launched 2022, coordinating AI capability development across UK Armed Forces. Sits within Defence Digital and the Defence Science and Technology Laboratory (Dstl) ecosystem. Operationalises the Defence AI Strategy. → Gap 48
DBT Department for Business and Trade
The UK government department covering trade policy, business support, industrial strategy and inward investment. Created 2023 from the merger of BEIS departments. Owns the UK Semiconductor Strategy delivery. → Gap 49
DCO Development Consent Order
The UK planning consent required for Nationally Significant Infrastructure Projects (NSIPs) — for example, major transmission lines, large generation projects, large reservoirs. Granted by the Secretary of State after Planning Inspectorate examination.
DEFRA Department for Environment, Food and Rural Affairs
The UK government department with policy responsibility for water, environment and rural affairs.
DESNZ Department for Energy Security and Net Zero
The UK government department with policy responsibility for energy, decarbonisation, net zero and energy-related industrial strategy. Created 2023 from the split of BEIS.
DHSC Department of Health and Social Care
The UK government department covering NHS policy, public health, social care and life sciences. Sponsor of NHS England and the MHRA. Owns the AI in Healthcare strategy delivery. → Gap 50
DNO Distribution Network Operator
The companies that own and operate the lower-voltage electricity distribution networks (33 kV and below) connecting transmission to end customers. GB has five DNO groups: UK Power Networks, SP Energy Networks, Western Power Distribution (National Grid Electricity Distribution), Northern Powergrid, Electricity North West.
DSIT Department for Science, Innovation and Technology
The UK government department covering science, R&D policy, technology regulation, AI policy, digital infrastructure and the Frontier AI Taskforce / AI Safety Institute. Created 2023. Sponsor of UKRI and the Catapult network. → Gap 48
DSR Demand-Side Response
Paying or incentivising electricity users to reduce or shift their demand at times of system stress. Includes industrial response, large commercial buildings, vehicle-to-grid, and aggregated household response.
DUA Data Use and Access Bill
UK legislation (2024–2025) reforming the data-protection framework. Most material AI implications are around data subject rights for automated decision-making, training-data provenance, and research-use carve-outs. → Gap 50
DWMP Drainage and Wastewater Management Plan
The 25-year strategic plan English and Welsh water companies publish, alongside their WRMP, covering sewerage and wastewater.

E

ED3 Electricity Distribution price control 3
The third price control under the RIIO framework for DNOs, running April 2028 to March 2033. Business plans due December 2026. Sets the revenue, performance and investment envelope for the five DNO groups for that five-year period.
Edge AI
AI inference running on the device or local hardware (a camera, a vehicle, a factory robot, a phone) rather than on a remote cloud server. Reduces latency, bandwidth and data-sovereignty exposure. Critical for autonomous vehicles, manufacturing robotics, and defence/intelligence applications where cloud connectivity is unreliable or compromised. → Gap 52
EHR Electronic Health Record
The digital version of a patient's medical record. UK NHS deployments use multiple EHR systems (EMIS, TPP SystmOne, Cerner, Epic). The EHR is the substrate for most NHS AI tools — diagnostic, predictive, triaging. → Gap 50
EO Earth Observation
Satellite-based imaging and sensing of the Earth's surface, atmosphere and oceans. UK EO sector includes Surrey Satellite Technology, GHGSat, and the ESA-hosted ECSAT centre at Harwell. AI-enabled EO is the fastest-growing application segment. → Gap 53
EPSRC Engineering and Physical Sciences Research Council
One of the seven research councils within UKRI. Largest single funder of UK university research in engineering, physics, mathematics, materials, ICT and AI fundamentals. → Gap 55
ESA European Space Agency
Intergovernmental space agency with 22 member states including the UK. UK contribution is ~£400m/year. Hosts ECSAT at Harwell — its Centre for Earth Observation, Climate, Telecommunications and Integrated Applications. → Gap 53

F

FID Final Investment Decision
The corporate decision-point at which a project's funding is committed and construction proceeds. Pre-FID = in development; post-FID = building.
FOAK First-of-a-Kind
A technology, project or design being deployed at commercial scale for the first time. Carries higher technical and cost risk than later-of-a-kind projects.
Foundation model
A large AI model trained on broad data that can be adapted to a wide range of downstream tasks. GPT-4, Claude, Gemini and Llama are foundation models. Distinguished from narrow models by scale (often hundreds of billions of parameters) and general capability across domains. → Gap 48
Frontier AI
The most capable AI models at any given time — current frontier models exceed the capability of any system available 18 months earlier. UK AI Safety Institute's evaluation remit focuses specifically on frontier models because their capability surface is least understood and their dual-use risk is highest. → Gap 48

G

Gate 1 / Gate 2
Under NESO's reformed connections process, projects in the GB connections queue are sorted into Gate 1 (no contracted connection date) and Gate 2 (contracted date and live in the pipeline). Gate 2 = bankable; Gate 1 = not yet.
GCHQ Government Communications Headquarters
The UK signals intelligence and cyber security agency, based in Cheltenham. Operates the National Cyber Security Centre. Major customer and developer of AI for intelligence analysis, code-breaking and cyber defence. → Gap 48
GMLP Good Machine Learning Practice
Joint FDA / Health Canada / MHRA principles (published 2021, updated) governing the development of machine-learning-enabled medical devices. Sets expectations for data quality, model validation, real-world performance monitoring and risk management. → Gap 50
GPU Graphics Processing Unit
Originally designed for rendering graphics, GPUs became the dominant hardware for AI workloads because their massively parallel architecture is well-suited to training and running neural networks. NVIDIA dominates the market for AI-grade GPUs (H100, B200 generations). → Gap 49
GVA Gross Value Added
The measure of the value generated by a sector or activity, used to compare sector contributions to GDP. UK semiconductor sector GVA ~£10bn; UK quantum sector GVA growing from a smaller base. → Gap 49
GW / MW / kW Gigawatt / Megawatt / Kilowatt
Units of electrical power. 1 GW = 1,000 MW = 1,000,000 kW. A large nuclear reactor produces about 1 GW. A typical UK home draws about 1 kW peak. The UK total system peaks at about 50 GW in winter.

H

HAR Hydrogen Allocation Round
The UK government's auction mechanism for awarding subsidies to low-carbon hydrogen producers. HAR1 awarded 125 MW of capacity in 2023; HAR2 in process.
HRA Health Research Authority
The UK body that approves health research conducted with NHS patients. Material to AI-in-healthcare deployment because most clinical-AI evaluation requires HRA-approved studies. → Gap 50
HSE Health and Safety Executive
The UK's regulator for workplace health, safety and welfare. Sets and enforces the legal framework businesses operate under.
HSEQA Health, Safety, Environment, Quality, Assurance
The cross-cutting discipline covering workplace safety, environmental compliance, quality management and assurance processes in regulated industries. Often the basis for ISO 9001 / 14001 / 45001 certification.
HTA Health Technology Assessment
The structured evaluation of clinical and cost-effectiveness of new medical technologies. NICE conducts HTA for NHS adoption decisions. AI medical devices follow HTA-style evaluation alongside MHRA regulatory approval. → Gap 50
HVMC High Value Manufacturing Catapult
Network of seven UK research centres (including AMRC, MTC, NMIS, CPI, WMG) providing applied R&D capability to UK manufacturers. Public-private funded; total throughput ~£200m/year of industrial collaboration. → Gap 51
Hydrogen blending
Mixing hydrogen into the existing natural-gas grid at low percentages (typically up to 20%) without changing end-user appliances. Different from hydrogen network repurposing, which converts the gas network to carry 100% hydrogen.

ICO Information Commissioner's Office
The UK's independent regulator for data protection and information rights. Enforces UK GDPR. Increasingly active on AI-related guidance, including automated decision-making, training data scraping, and biometric processing. → Gap 50
IETF Industrial Energy Transformation Fund
UK government funding for industrial sites to invest in energy efficiency and decarbonisation.
IOSH Institution of Occupational Safety and Health
A UK professional body for health and safety practitioners. Its "Managing Safely" qualification is a common requirement for managerial roles in regulated sectors.
IPCO Investigatory Powers Commissioner's Office
UK body providing independent oversight of public-authority use of investigatory powers under the Investigatory Powers Act 2016. Reviews intelligence-agency AI deployment for compliance with statutory authorisations. → Gap 48
IQE International Quantum Epitaxy
UK compound-semiconductor wafer manufacturer (Cardiff), originally named after the epitaxial wafer-growth process at the core of its business. One of the few UK companies operating at the upstream end of the semiconductor supply chain, supplying epitaxial wafers used in RF, photonics and power applications. → Gap 49
IRA Inflation Reduction Act
US legislation (2022) providing roughly $370bn in tax credits and subsidies for clean energy. Has materially reshaped global capital flows for renewables and changed the UK's competitive position for inward investment.
IRR Internal Rate of Return
The discount rate that makes the net present value of a project's cash flows equal zero. The headline financial metric for investment decisions.
ISO 9001 / 14001 / 45001
International management-system standards for, respectively, quality, environment, and occupational health and safety. Common prerequisites in regulated supply chains.
ISR Intelligence, Surveillance and Reconnaissance
Military and intelligence-community function of collecting, processing and disseminating information about threats and the operating environment. Major application surface for AI within UK defence — sensor fusion, target detection, anomaly identification. → Gap 48

K

KTP Knowledge Transfer Partnership
UK government-funded scheme placing academic researchers into industry roles for 1–3 years to embed new technology or research capability into the host firm. Operated by Innovate UK. Common route for SMEs to access university AI and quantum expertise. → Gap 51

L

LCOE Levelised Cost of Energy
The per-MWh cost of producing electricity from a given asset over its full lifetime, including capital, operating, fuel and decommissioning costs. Used to compare technologies on a like-for-like basis.
LDES Long Duration Energy Storage
Storage assets that can discharge for 8+ hours, contrasting with the 1–4 hours typical of lithium-ion BESS. Examples: pumped hydro, compressed air, flow batteries. The UK Storage Strategy targets 5–10 GW of LDES by 2030.
Lithography
The chip-fabrication process step that transfers circuit patterns onto a silicon wafer. Advanced-node chips require EUV (Extreme Ultraviolet) lithography, currently supplied globally by one Dutch company (ASML). UK has no domestic advanced lithography capability. → Gap 49
LLM Large Language Model
An AI model trained on vast amounts of text to predict and generate human-like language. The category of foundation model that has driven most of the 2022–2026 AI capability surge. GPT-4, Claude, Gemini, Llama are LLMs. → Gap 48
LNG Liquefied Natural Gas
Natural gas cooled to -162°C for transport by ship. UK has three import terminals: South Hook and Dragon (Milford Haven), Isle of Grain. Critical for supply diversification post-2022.

M&A Mergers and Acquisitions
Corporate transactions involving the buying, selling or combining of companies and assets.
MHRA Medicines and Healthcare products Regulatory Agency
The UK regulator for medicines, medical devices and blood products. Approves AI-as-a-medical-device under the UK medical-devices regulations. Co-author of the Good Machine Learning Practice principles. → Gap 50
MI5 / MI6 Military Intelligence Sections 5 and 6
The UK domestic and foreign intelligence services. MI5 (Security Service) covers domestic counter-intelligence and counter-terrorism; MI6 (Secret Intelligence Service) covers overseas human intelligence. Both major AI consumers for analytics, language and behavioural-pattern detection. → Gap 48
MTC Manufacturing Technology Centre
Coventry-based catapult research centre specialising in advanced manufacturing process development. Part of the High Value Manufacturing Catapult network. → Gap 51

N

NCF National Cyber Force
Joint MOD and GCHQ unit, declared operational 2020, conducting offensive cyber operations on behalf of the UK government. Headquartered at Samlesbury (Lancashire). Material driver of UK cyber-AI capability development. → Gap 54
NCSC National Cyber Security Centre
Part of GCHQ. The UK government's lead on cyber security, providing advice, incident response, and threat intelligence to the public and private sectors. Operates the Active Cyber Defence programme. Increasingly publishing AI-security and AI-misuse guidance. → Gap 54
NEBOSH National Examination Board in Occupational Safety and Health
A UK awarding body for health, safety and environmental qualifications. NEBOSH General Certificate and NEBOSH Diploma are widely required for HSE practitioner roles.
NESO National Energy System Operator
The independent body that operates the GB electricity transmission system and (since October 2024) the gas system. Previously National Grid ESO. Sets the rules for connections, balancing and capacity markets.
NHS National Health Service
The publicly funded healthcare system covering England (NHS England), Scotland (NHS Scotland), Wales (NHS Wales) and Northern Ireland (HSC). The largest single AI deployment surface in UK public services — diagnostic imaging, triage, predictive analytics, EHR-based decision support. → Gap 50
NHSX NHS Digital, Data and Technology unit
The (former) digital, data and technology arm of NHS England, established 2019 as a joint unit between NHS England and DHSC. Functions absorbed back into NHS England in 2022. Original publisher of the NHS AI Lab strategy. → Gap 50
NICE National Institute for Health and Care Excellence
UK body providing national guidance on health and care best practice, including health-technology assessments. Decides whether NHS England funds new treatments, including AI-enabled tools. Distinct from the US National Institutes for Standards and Technology (NIST). → Gap 50
NISQ Noisy Intermediate-Scale Quantum
The current era of quantum computers — devices with 50–1,000 qubits that cannot yet run fully fault-tolerant algorithms but can demonstrate problems intractable for classical computers. Most UK quantum hardware (OQC, ORCA, Riverlane) operates in the NISQ regime. → Gap 55
NMIS National Manufacturing Institute Scotland
Renfrew-based catapult research centre specialising in digital factory technologies and skills. Part of the High Value Manufacturing Catapult network. → Gap 51
NPL National Physical Laboratory
UK's national measurement standards institute, based in Teddington. Holder of the UK's primary measurement standards. Leads the UK's quantum metrology programme — clocks, gravity sensors, quantum-secure communications standards. → Gap 55
NQCC National Quantum Computing Centre
Harwell-based national centre, opened 2024, providing UK-scale quantum-computing testbed capability and benchmarking. Funded by UKRI as part of the National Quantum Technologies Programme. → Gap 55
NQTP National Quantum Technologies Programme
UK government's flagship quantum R&D programme, launched 2014, now in its third phase (2024–2034) with £2.5bn committed funding. Covers quantum computing, sensing, communications, imaging and software. → Gap 55
NSIA National Security and Investment Act
UK legislation (2021) enabling the government to scrutinise and intervene in acquisitions and investments that could threaten national security. Active across 17 named sectors including AI, computing hardware, quantum, semiconductors and synthetic biology. → Gap 49
NSIP Nationally Significant Infrastructure Project
Large infrastructure projects above defined size thresholds (e.g. generation above 50 MW, certain transmission, certain water reservoirs) that go through the DCO planning route rather than local planning consent.
NSSIF National Security Strategic Investment Fund
UK government investment vehicle, operated through British Business Bank, providing patient capital to dual-use deep-tech firms in AI, quantum and other national-security-relevant categories. → Gap 48
NTS National Transmission System
The high-pressure gas pipeline network that moves gas from coastal terminals and storage to the local distribution networks. Operated by National Gas Transmission.
NWF National Wealth Fund
UK sovereign-investment vehicle, launched 2024, with an initial £7.3bn allocation for clean-energy, advanced manufacturing and infrastructure investments. Successor to the UK Infrastructure Bank's investment functions. → Gap 49

Ofgem Office of Gas and Electricity Markets
The UK regulator for electricity and gas networks. Sets the RIIO price controls, runs the connections framework, polices conduct in the retail and wholesale markets.
Ofwat Water Services Regulation Authority
The UK regulator for English and Welsh water and sewerage companies. Sets the five-year Price Reviews (currently PR24, AMP8).
OQC Oxford Quantum Circuits
Reading-based UK quantum-hardware company developing superconducting quantum processors. One of three UK-headquartered quantum-compute companies operating at commercial scale. → Gap 55
ORCA Computing Optical Resonator Quantum Computing
London-based UK quantum-hardware company building photonic quantum-compute systems. Sold systems into the MOD and NHS-adjacent research programmes. → Gap 55

P

PPA Power Purchase Agreement
A long-term contract under which a generator sells electricity to a buyer at agreed terms. Critical for bankability — most renewable projects need a PPA to attract project finance.
PQC Post-Quantum Cryptography
Cryptographic algorithms designed to remain secure against attacks by both classical and future fault-tolerant quantum computers. UK government (NCSC + NPL) is overseeing migration of UK CNI cryptographic systems to PQC standards on a timeline aligned with the US NIST post-quantum standardisation. → Gap 55
PR24 Price Review 2024
The five-year price control Ofwat set in December 2024, running 2025–2030. Determines the totex envelope, performance commitments, allowed return and customer bills for English and Welsh water companies for AMP8.

Q

QC Quantum Computing
Computation using quantum-mechanical phenomena, superposition and entanglement, to process information in ways inaccessible to classical computers. UK programme is among the world's largest national efforts. The acronym is also used in some contexts for "Quality Control" — context disambiguates. → Gap 55
Qubit Quantum Bit

Quantum advantage
The point at which a quantum computer solves a specific problem materially faster than any classical computer. Distinct from "quantum supremacy" (a contrived problem) — quantum advantage requires the problem to be commercially or scientifically useful. As of 2026, claimed in narrow domains; not yet demonstrated in general-purpose commercial workloads. → Gap 55

The value of a regulated company's infrastructure on which it earns a return. The mechanism Ofgem and Ofwat use to determine allowed revenues. Also a financing model considered for new nuclear and CCUS.

A combined document setting out the hazards of a task, the controls applied, and the step-by-step method for carrying it out safely. Standard deliverable on UK construction and operations sites.
RAS Robotics and Autonomous Systems
The cross-disciplinary field covering robotics, autonomous vehicles, drones, cobots and the AI software that drives them. The UK has a dedicated RAS strategy stream within DSIT and industrial-strategy delivery. → Gap 52

Structured adversarial testing of an AI system, looking for failure modes, misuse vectors, bias, jailbreaks and capability surprises. The AI Safety Institute conducts red-teaming of frontier models. Borrowed term from military and cyber-security adversarial testing practice. → Gap 48
RIIO Revenue = Incentives + Innovation + Outputs
Ofgem's price control framework for energy networks. Sets a five-year revenue allowance, performance incentives and innovation funding for each network company. WACC Weighted Average Cost of Capital
The blended cost of equity and debt that a regulated company is allowed to earn on its RAB. Ofgem and Ofwat set the WACC explicitly at each price control.
Wafer
The thin disc of silicon (or compound semiconductor) on which integrated circuits are fabricated. Standard sizes 200mm and 300mm. UK has wafer-manufacturing capability (IQE, Newport Wafer Fab) but no leading-edge logic fabrication. → Gap 49
WaSC Water and Sewerage Company
A water company providing both water supply and sewerage services. There are ten WaSCs in England (e.g. Thames Water, Severn Trent, Anglian Water) and one in Wales (Dŵr Cymru / Welsh Water).
