On 16 June 2026 the government launched the National Quantum Standards Network (QSN), backed by £10m from the Department for Science, Innovation and Technology. The network is hosted by the National Physical Laboratory (NPL) and brings together DSIT, the British Standards Institution, UKRI's National Quantum Computing Centre, the National Cyber Security Centre and the trade body UKQuantum. The government describes it as the first national framework of its kind for coordinating quantum technology standards.
The launch sits within a larger spending picture. Earlier in 2026 the government announced £2bn of quantum investment, including £1.2bn for the procurement of a large-scale quantum computer. Ministers cite projections that quantum technologies could add £212bn to the UK economy and support 100,000 jobs.
Quantum computing, sensing and secure communications are moving from laboratory demonstrations towards products, but the sector lacks the agreed technical specifications that let buyers compare and integrate equipment from different vendors. The QSN is intended to fill that gap.
The examples given at launch are concrete. One is specifying the linewidths of the ultra-narrow lasers used to control qubits in quantum computers — a parameter on which machine performance depends and which currently has no common benchmark. Another is setting size, weight and energy-efficiency specifications for quantum sensors, so that buyers can judge whether a device is fit for deployment in the field rather than the lab.
Beyond drafting specifications, the network has three stated functions: establishing common standards across the UK; coordinating engagement between government, industry and academia; and leading UK participation in the international bodies where quantum standards will ultimately be settled. That last role matters commercially — the jurisdictions that shape international standards tend to give their domestic suppliers a head start in export markets.
Dr Peter Thompson, NPL's chief executive, put the case plainly at launch: "Standards are the backbone of responsible, scalable innovation." Science minister Lord Vallance argued that quantum could bring benefits on the scale of AI, citing potential applications in new medicines, better services and financial protection.
For infrastructure operators, the practical significance is procurement. Quantum-secured networking, quantum timing references and quantum sensing are all being pitched at utilities, telecoms operators and transport bodies.
Without standards, an early buyer risks being locked into a single vendor's proprietary kit, with no assurance that it will interoperate with anything bought later. Calibration and conformity frameworks of the sort the QSN is designed to produce are the groundwork that makes multi-vendor procurement possible.
The NCSC's involvement is worth noting. Quantum-safe and quantum-secured communications are a live concern for critical national infrastructure, and having the cyber security agency inside the standards process suggests security requirements will be built into specifications rather than bolted on.
There is also an industrial-policy dimension. The UK has a sizeable quantum supply chain relative to its economy, and the government's stated aim is to convert standards leadership into trade advantage. Whether £10m is sufficient for that ambition is an open question — international standards work is slow, committee-heavy and contested, and China, the US and the EU are all active in the same forums.
Three things. First, the QSN's initial work programme: which standards it prioritises, and how quickly draft specifications reach the international bodies. Second, uptake — whether UK quantum firms actually design to the emerging specifications, and whether public-sector buyers begin referencing them in procurement.
Third, the interaction with the wider £2bn quantum programme, particularly the £1.2bn quantum computer procurement, which will itself need exactly the kind of benchmarks and acceptance criteria the QSN exists to define. If the two workstreams connect, the UK will have a rare case of standards and procurement pulling in the same direction.
