Water has become the quiet limit on almost everything Ireland wants to build. The utility can connect 35,000 homes a year against a 50,000 target; from 2028 parts of the capital may take no new wastewater connections; and the strategic fix — a 170 km pipe from the Shannon — cannot deliver before about 2033.
Six observations stand out: water now caps housing (~35,000 vs 50,000); from 2028, parts of Dublin may not connect new homes at all; the Shannon pipe is the fix — and it’s a decade out (€4.58–5.96bn, ~2033); the money is finally on the table (€13.6bn at RC4, €16.9bn overall) but most of it replaces a 75-to-95-year-old network; a third of the water is still lost (~36% leakage, a €20m fine); and Dublin depends on one river — about 85% from the Liffey, already near its limit.
The consequence: water and wastewater capacity is now a primary siting constraint for housing, data centres and industry alike — and the sites and regions with secure supply carry a premium that will only grow until the big projects land.
Ireland has, belatedly, done the right things: created a national utility, funded it properly, and lodged the projects that would lift the constraint. What it cannot do is make up the lost decade quickly. The network is too old, the projects too large, and the consenting process too slow to close the gap between when the constraint bites — 2028 — and when the fixes arrive — 2032 and 2033. In between sits a multi-year window in which Dublin’s growth, and a meaningful share of the national housing target, is capped by water.
Water is the least visible constraint in the series and, increasingly, the most binding: a data centre can solve power (IE001) and planning and still be stopped by cooling water (IE002); a housing scheme can have permission and finance and still wait on a wastewater connection. The two projects on the critical path — the Water Supply Project and Greater Dublin Drainage — are the most important infrastructure Ireland is building, because so much else depends on them.

Uisce Éireann can connect about 35,000 new homes a year to water services against the Government’s 50,000 target (Irish Times, May 2025). The Programme for Government commits to 300,000 new homes by 2030, roughly half in the Greater Dublin Area — the most constrained region. The binding limit on Ireland’s housing target is increasingly not planning permission or development finance, but the physical capacity of the water and wastewater network to take new connections. This is a profound shift in how the housing crisis should be understood: for years the debate was about zoning, viability and planning delay; now, in the places where the homes are most needed, the gating factor is a pipe. A country cannot build its way out of a housing shortage faster than its water utility can connect the homes, and right now that ceiling is about 15,000 homes a year below the target.
Uisce Éireann has warned it may be unable to grant new wastewater connections in parts of the Greater Dublin Area from 2028 without the Greater Dublin Drainage scheme. A planned 6,000-home Dublin suburb was reported as “in jeopardy” on supply grounds. The constraint is not theoretical or future; it is already stopping specific developments, and it is dated. From 2028, in parts of the capital, the answer to a new development’s request for a wastewater connection may simply be no, until new capacity is built. For developers and local authorities, this turns the Greater Dublin Drainage scheme and the Water Supply Project from background infrastructure into the critical path for housing delivery — the projects on which the ability to build in Dublin literally depends.
The Water Supply Project will abstract up to 300 million litres a day from the Parteen Basin on the Lower Shannon, treat it at Birdhill, and pipe it about 170 kilometres to a reservoir at Peamount, serving up to half the State’s population. Cost is €4.58–5.96 billion; construction is proposed from 2028 over about five years, so delivery lands around 2033. The answer to Dublin’s supply gap is real, funded and roughly a decade out. That decade is the problem: the constraint bites from 2028, and the strategic fix arrives around 2033, leaving a multi-year window in which Dublin’s growth is capped by a supply the pipe has not yet delivered. The project is the right answer to the right question; the timing means it cannot, on its own, bridge the gap it is designed to close.
